Quail Valley Gets Necessary Water Treatment Update reports Heron Innovators

(EstateNewsWire.com, December 24, 2012 ) Rocklin, CA -- Several years have passed since Canyon lake was turned into what could be called a 'big cup of chocolate milk'. The storms that drenched the area in 2004/05 caused serious contamination problems as sewer effluent was the result of failing Quail Valley septic tanks that flowed into Canyon Lake. The runoff caused what was called 'chocolate milk' (ruining the drink for just about everyone in the area). The effect lasted for weeks and closed the lake from any bodily contact for months.

Nancy Horton, a City Council member, could fill an entire file cabinet with the proposals, grants, studies, and projects that have been proposed and enacted in order to improve the watershed. Since 2008, when Horton was elected, she has made Canyon Lake's water quality one of her highest priorities.

Attempting to get the septic tanks, which failed in the past, fixed was a much-needed step. Horton's report at a recent POA Board and Council meeting provided positive news regarding the process, along with news of $500,000 grant for water treatment and oxygenation for Canyon Lake.

"I wanted the members of the Association and the citizens of Canyon Lake to know that a team of people have been working collaboratively for four years to get a sewer system for Quail Valley, which would end contamination of the Lake in heavy rain events," she says of her report. I get letters and emails asking me what I am doing to improve water quality and I try very hard to inform residents of the efforts made by the TMDL task force and LESJWA (Lake Elsinore San Jacinto Watershed Authority)."

In 2009, the SAWPA formed a task force in order to tackle the goals for proper sewer systems for Quail Valley. The Eastern Municipal Water District, Elsinore Valley Municipal Water District, and Riverside collaborated to raise $50,000 for a report that would assist in the efficacy of future action.

The the spring of 2012, EMWD was told that when they looked for grants, Quail Valley would have to be a “Disadvantaged Community.” The EMWD independently covered a survey for the area at $15,000.

The area was, in fact, found to be a disadvantaged community, and under SDWR funding, was was given a grant for $4.3 million to start Phase One under Prop. 84 Chapter 2.
