These states require very high levels of coverage compared to others like Ohio, which has the lowest liability requirements. State legislators can increase or decrease the minimum car insurance levels by amending the financial responsibility laws. Just last week, a bill was introduced to the Pennsylvania State Legislature that would double the requirements there; currently they are set at 15/30/5.
