(EstateNewsWire.com, April 01, 2013 ) Wilson Ave York, PA -- The question that the city of Montreal wants to know is whether residents should “hold their noses” and have the city fix problematic potholes, which could possibly let tainted contractors profit from multi-million-dollar contracts?
It is a mix of a rock and a hard place for many as the dilemma sits on Mayor Michel Applebaum's desk. That is why the mayor has put forth the question to residents, as the problem is not an easy one to navigate. “We believe that citizens will clearly state that they feel (road safety and) security is important and that they will support us in the awarding of the contract,” Applebaum told reporters Friday.
The city risks running out of asphalt in April unless It is able to sign a $5.2-million contract that would employ seven companies, including a couple that are mired with corruption allegations at the Charbonneau Commission. This is, of course, an area of concern for many in the Montreal area.
The city's executive committee voted at a new meeting on Monday to okay the contract; however, the city council said no to the concept. Applebaum is of the mind that the city could call a specialized council meeting next week to have a vote on the contracts in case the council approves to contract, and Montreal asks the provincial government to send a financial oversight body to analyze the companies.
“If they are deemed illegal and not allowed to provide us with asphalt, then this contract will be canceled,” Applebaum said Friday.
The Project Montreal considers the survey should be a simple yes/no option. “If we were not to award this contract, every borough could still repair potholes,” Marc-André Gadoury, Project Montréal’s legislative leader, told reporters.
While cold asphalt could be purchased from regional or out-of-area suppliers. Warm asphalt can be purchased through an upgrade and city facility in Lachine that recycles asphalt. Asphalt furnaces can also be purchased according Gadoury. He stated that other options still remain available rather than rewarding corrupt companies like the ones set to be given contracts.
“We are facing a cartel that we need to bring down. If we keep awarding contracts to the same players we keep hearing about at the Charbonneau Commission ... they will keep screwing us up.”
