(EstateNewsWire.com, April 01, 2013 ) San Francisco, CA -- It can be said to be reasonable to assume that Justine Greening did not go into politics simply to distribute money to consultants; However, some of the more garish headlines have seemed to punctuate her half-year tenure as the United Kingdom's development secretary as essentially in just that kind of light.
In reality, largely due to the response to such criticisms, the proverbial broom has been sweeping furiously to clean out anything and anyone who can bring forth criticism. An internal inquiry has now moved swiftly by introducing of a code of conduct for external agencies. Greening has shown a determination to lead from the helm, meeting with the DflD's largest suppliers in order to talk them directly through the rules and personally reviewing all contracts worth over a million in financing.
Greening is not alone in the effort either, consternation involving consultants is a global phenomenon. AusAID has also fallen under the scope for its use for the contractors, as Rajiv Shah's reforms as USAid have been notable for a determined attempt to curb excess. It is a similar story almost everywhere, from Quebec to Kathmandu, as consultants are portrayed as parasites who feed off the public money and intend to take directly from worlds poorest countries.
With that being the case of perception, why do so many major funders continue to bankroll such a position? The DflD echoes a recurring refrain among funders: "Taxpayers rightly expect DfID to deliver the very best value for their money, and sometimes this can only be achieved by bringing in expertise from outside government."
Critics have countered that staff cuts have essentially put the DflD with little choice but to look beyond Whitehall. The use of the external agencies, like Triple Line Consulting, which is a London-based contractor, has reportedly 1.9 million from October of 2011-2012 for assessing applications to DflD's global poverty actions fund.
"I find it strange that DfID are relying on consultants rather than making these decisions themselves," says Dave Pearce, chief operating officer at Operation Wellfound, a British charity that has just had an application for funding to build wells and latrines for disadvantaged communities in Burkina Faso refused for a second time.
"I've been doing grant applications for 12 years, and I thought the bid we put in was very strong. This project would have saved lives. But while Justine Greening is rightly assessing the big applications, the little grassroots charities like ourselves are at the mercy of a consultancy assessor."
