(EstateNewsWire.com, January 13, 2013 ) Colorado Springs, CO -- Chester City Planning Board gave Ashford Estates the green-light, but with a caveat for building.
Before the company can begin its projects, the 20-lot subdivision, John Sorrentino must be willing to get an Orange County Department of Health to give its signature on the plans for a sewage disposal system.
Additionally, the Town of Goshen officials will need to be consulted prior to the creation of thee Goshen lots in the site plan that may be added in the future. There were seventeen lots in all for the Chester that were granted conditional approval.
Don Serotta, of the Chester Planning board, noted that the board had consulted four individual lawyers, who had stated a lot transfer would be wholly legal, assuming it was reviewed by Goshen.
The Goshen portion is not set to be disturbed, and if the Town of Goshen does not agree to the transfer, the lot will stay at 17 houses.
Residents in the long-established neighborhoods within the Goshen and Surrey Meadows in Chester have each objected to the quiet and peaceful roads becoming throughfares filled with traffic between the Route 94 and Chester and Broadlea/Knoell Road in Goshen.
Sorrentino is being told he must manifest additional details for the boar's approve regarding the arrangement of open space and parking consideration within the Heritage Trail area. There are additional conditions that include a land transfer to Chester Union Free School District, which is expecting to use the property of recreation. There will be an additional request to the Town of Chester that they accept the ownership and maintenance of the stormwater system for its drainage ponds.
Planners waived certain prerequisites due to Ashford Estates using green technology. The company will be installing rain gardens in order to conserve water, and by clustering houses together, the company will be minimizing surfaces that result in possible flooding.
