District Board Approves $5 Million in Maintenance for Boilers reports Plumb Traders

(EstateNewsWire.com, December 19, 2012 ) West Midlands, UK -- The Shorewook High School boilers are leaking water, and the units have easily surpassed their lifespan. Those facts have forced the Atwater officials to push for them to be replaced. The problem is that certain residents are opposed to the district spending many millions of dollars, even for maintenance, without a referendum.

The Shorewood School Board had voted against replacing the same systems at two district schools no more than two months ago. While the troubles with the boilers were known, but after taking a tour of the systems, the Board's President, Rob Reinhoffer, stated that he had been convinced the replacement must move forward.

The board voted to place a $3 million dollar allocation toward the maintenance of two boiler systems at Atwater Elementary, as well as three others at Shorewood High School. The capital for the venture must be borrowed, which is what has opponents of the move concerned.

“I’m convinced after going on a tour...,” Reinhoffer said. “Not doing it is unconscionable; not doing it is irresponsible right now.”

There was a fair number of residents who stated that the unprecedented borrowing without a vote was a problem. Many demanded a referendum that would be voted through. The board felt the move necessary enough to push forward without such a democratic action.

Earlier in the fall, the School Board decided to scale back a project from $5.9 million to $2.1 million; however, the Tuesday vote has the board now borrowing $5 million for similar work.

The district has held informative meetings so that board members were able to field emails and gauge residents support or disdain for the work.

David Cobb, a board member said that he feels the community supports the funding. However, Shorewood resident Rick Cudahy says he strongly disagrees with the board not holding a referendum and claims it is a trouble act by the board.

Resident Linea Sundstrom said she believes even if the matter were to go to referendum, it would pass.

“There isn’t going to be much controversy about whether we are going to keep heat at Atwater Elementary School,” she said. “So, I think the reality is, yes, we could go through the expense of the referendum process … but we are not going to vote this down. I just don’t see that happening.”
